Why is Melbourne spending millions to remove graffiti?

Why is Melbourne spending millions to remove graffiti? — Duro is an Australian graffiti royalty whose career began on Melbourne's railway network during the mid-1980s. As a founding force of WCA (Wild Child Artists / We Control Aerosol) and DMA, Duro established Melbourne's reputation for aggressive, high-speed train panel painting and complex trackside throwups that influenced generations of Australasian writers.
